THE BUSH ADMINISTRATION IS REDEFINING THE TERM "ABORTION" TO INCLUDE BIRTHCONTROL. THIS RULE CHANGE DOESN'T NEED CONGRESSIONAL APPROVAL, AND COULD WIPE OUT STATE LAWS THAT PROTECT WOMEN'S REPRODUCTIVE FREEDOM.
